Oppose “Behavior-Based Safety”
The rise of "Blame-the-Worker" safety plans on U.S. Class One railroads is designed to shift the focus away from identifying workplace hazards and instead, shift the focus onto individual worker behaviors.Supp orted by consultancies and companies like Dupont, SafeR+, Total Safety Culture, Topf Organization, and Liberty Mutual, these plans set about to observe worker behaviors, train staff, and use checklists. They promote a culture of monitoring “unsafe acts”, shifting responsibility to workers. However, they instill fear and pressure, hindering injury and hazard reporting. Involving union workers as observers leads to conflict and generally weakens union safety efforts. Blaming workers impedes hazard removal, and therefore increases on the job dangers. RWU opposes Behavior-Based Safety Programs and offer a union-driven alternative, one that is independent of the rail carriers and focuses on identifying and eliminating workplace hazards, which are the true cause of accidents and injuries. We urge every rail union to distance themselves from this farce, and to take a stand for an independent, union-run safety proram on every property.
