In a letter from the Brotherhood Railway Carmen Division, Transportation Communications International Union written by L.C. Bauman international Representative dated March 14, 2008 to all local chairman on the Union Pacific Railroad affiliated with Unit 320. Mr. Bauman writes that "Effective with this letter my office will no longer participate in Total Safety Culture." Bauman states that TSC, "Was doomed to Failure from the outset," siting several reasons for the failure of TSC.
