Convention Resolution on Building RWU Chapters

Here is what we have so far on the proposed resolution on RWU Chapters. Any comments or suggested changes?
Resolution on Building RWU Chapters Whereas, Railroad Workers United’s goal is the building of solidarity, unity and democracy within and between the rail unions of North America; and Whereas, this is the dream and the vision of thousands of rank-and-file rail workers across the continent, and Whereas, the greatest potential for RWU lies in local areas where a diversity of rail workers live and work; and Whereas, RWU will be proven by the day-to-day actions of the organization “on the ground” and by its ability to achieve the stated goals of building unity, democracy and solidarity; Therefore, Be it Resolved, that Railroad Workers United (RWU) at its Founding Convention in Dearborn, Michigan, April 11, 2008 commit to building RWU Chapters across North America; and Be it Further Resolved that the RWU ISC will make financial resources available to organizing and building such Chapters as and when they permit; and Be it Finally Resolved that RWU encourages all RWU members to work towards building viable and active RWU Chapters where they work. Background: We face the very real question of how to build RWU and make it a successful and viable long-term organization. Chapters (‘branches”, “locals”) offer every organization a local organization that members can relate to, work through, meet their fellow members, plan strategy and tactics, and integrate themselves into the larger organization. The Chapter offers members the opportunity to participate in RWU on a regular day-to-day basis “on the property” and make RWU a “real” organization whose presence is felt in the workplace.
